Kimberly Swygert reelected to ATP Board of Directors, expands leadership in AI and technology-based assessment
Kimberly Swygert, PhD, Director, Test Development Innovations at NBME, has been reelected to the Association of Test Publishers (ATP) Board of Directors for 2026, continuing her long-standing leadership within the global assessment community.
A respected contributor to ATP for more than a decade, Swygert previously served on the Board from 2018 to 2022. In her new term, she will also serve as Chair of ATP’s Technology-Based Assessment (TBA) Committee, where she will help guide the development of practical resources and professional guidance supporting the effective and responsible use of technology in assessment.
This work builds on the committee’s collaboration with the International Test Commission, which produced the Guidelines for Technology-Based Assessment - first released in 2022 and updated in 2024 to address the growing role of artificial intelligence (AI) in assessment practice.
To support ATP’s focus on emerging technologies, Swygert also co-chairs an ATP subcommittee on AI, alongside John Kleeman, Executive Vice President of Learnosity. The subcommittee brings together approximately 20 assessment experts to develop guidance on the safe and responsible use of AI within assessment frameworks, with particular emphasis on AI governance, policy development, risk management and test development practices.
Over the past two years, this group has published three ATP white papers addressing responsible AI use in assessment:
- Creating Responsible and Ethical AI Policies for Assessment Organizations (2024), which outlines foundational principles for transparent and ethical AI adoption
- Considerations for the Use of Generative AI in Test Development (2025), offering practical guidance on opportunities and risks associated with generative AI
- Human Oversight of AI in Assessment: Considerations for Responsible Use (January 2026), exploring the role of proactive human oversight in supporting responsible assessment practice

Swygert will also represent NBME at several sessions during the early March ATP Innovations Conference in New Orleans, including the TBA Committee’s featured 2026 session, Real World AI – Technology, Regulations, and Organizational Impact. The session examines how rapidly evolving AI capabilities and regulatory environments are reshaping assessment practices across educational and professional settings.
Through her leadership at ATP, Swygert continues to advance NBME’s commitment to evidence-based, ethically grounded assessment innovations in support of the health professions.
